Office of Testing and Quality Assurance

The Office of Testing and Quality Management is a functional unit at the office level under the University. It advises and assists the Board of Rectors and the Rector in managing and organizing the implementation of testing and educational quality assurance activities at the University, including:

  1. Developing final examination schedules for each semester based on the approved training plans and curricula of classes and cohorts, in accordance with applicable regulations.
  2. Taking the lead and coordinating with academic and training management units in organizing examinations and tests in accordance with regulations; serving as the standing office for Councils for end-of-course examinations and other relevant councils.
  3. Proposing measures to implement objective, fair, advanced, and appropriate forms of examinations and assessments in accordance with the characteristics of each course; developing procedures for tests and final examinations applicable to different modes and levels of education at the University. Serving as the focal point for organizing the grading of final examinations for all educational levels and modes of study at the University.
  4. Managing examination results and course grades for academic programs and majors offered by the University; maintaining and archiving official academic transcripts (original grade records) of learners across all educational levels and modes of study at the University. Providing course learning outcome data to Faculties and Institutes to support academic and professional management.
  5. Issuing semester/academic-year transcripts and diploma supplements to learners.
  6. Advising on and proposing the development of regulations governing the organization and operation of the internal quality assurance system. Providing guidance on and monitoring the implementation of quality assurance activities across units of the University; taking the lead and coordinating with relevant units in conducting self-assessment and external assessment at both the program and institutional levels in accordance with the quality accreditation standards of the Ministry of Education and Training or those of regional and international accreditation organizations. Taking the lead and coordinating with relevant functional Offices and Institutes as the focal point for implementing domestic and international rankings of the University of Finance – Marketing (UFM).
  7. Taking the lead in conducting surveys of relevant stakeholders on the quality of education, training management, and training support services at the University; analyzing survey results. Taking the lead and coordinating in conducting surveys, consolidating results, and reporting to the University’s Board of Rectors on the employment status of graduates, serving the purposes of self-assessment and external assessment of training programs and educational institutions.
  8. Serving as the focal point for research and implementation of solutions to ensure educational quality, including research and surveys to collect opinions from lecturers, administrators, learners, alumni, and employers regarding training programs, teaching methods, learning methods, methods of testing and assessment of learning outcomes, including surveys on learner satisfaction with learner support services.
  9. Serving as the focal point for identifying and coordinating with domestic and international organizations and individuals to organize seminars, training courses, professional development programs, and capacity-building activities in the fields of testing and quality assurance.
  10. Carrying out the consolidation, archiving, and statistical reporting in accordance with regulations.
  11. Taking the lead in developing the University’s management documents and regulations concerning testing and quality assurance.
  12. Managing and effectively utilizing the human resources, facilities, equipment, and other resources assigned to the Office. Practicing thrift and preventing waste within the unit.
  13. Coordinating with the Office of Finance and Accounting, the Office of Investment and Procurement, and relevant units in preparing the annual budget estimates and short-, medium-, and long-term financial plans in accordance with the University’s regulations.
  14. Coordinating with the Office of Organization and Legal Affairs in implementing internal inspection and supervision of the University’s testing and quality assurance activities.
  15. Coordinating with other functional units in carrying out tasks arising during the University’s operations.
  16. Proactively organizing and implementing other tasks and exercising other powers not specifically stipulated above, while coordinating with relevant units to ensure the fulfillment of the functions, duties, and powers of the Office and related units.

Performing other duties and exercising other powers as prescribed by regulations or as assigned by the Rector.
